This is a not-very-well-used feature and there is no documentation for it, so I'm not surprised it's not working. It looks like the implementation is suffering from some bit-rot and seems to be totally broken. This issue will be for testing, fixing and adding some documentation for it.

I will also make sure this is backwards compatible so that if encryption is turned on, existing non-encrypted data will still be accessible.
